It seems the authors posit "The higher the frequency of citations, the better the quality of the article and its related publisher." They then conclude from an online Google search that the journal with more hits is superior, even while noting that "This is especially surprising about Journal Y since academic researchers have consistently ranked it statistically significantly better than Journal X."
I'm a little confused, but the logic seems somewhat circular.
